Public Disclosure of Safeguard Documents of Khyber Pass Economic Corridor Project (KPEC) Component II.
The Government of Pakistan sought World Bank financing support for Khyber Pass Economic Corridor (KPEC) to improve regional connectivity. The project envisions USD 402 million (Component 1) to construct a new four-lane Peshawar Torkham Expressway in Pakistan to enable a safe high-speed travel by multi-axle commercial vehicles whilst dedicating $78 million (Component II) to develop the economic activities along the Corridor by alleviating key constraints.
The agreement for KPEC project was signed in Dec, 2019 with IDA funding of $460.6 million and counterpart funding of $22.15 million resulting in total project cost of $482.75 million. The safeguard instruments for Component-II of KPEC Project namely Environment Management Framework (EMF), Social Management Framework (SMF), and Resettlement Policy Framework (RPF) has been updated to reflect Government of Khyber Pakhtunkhwa decision that the Sustainable Development Unit (SDU), Planning and Development Department, Government of Khyber Pakhtunkhwa will be the Project Implementation Unit (PIU) for Component II. This change has been made as the Federally Administrative Tribal Areas (FATA) has been formally merged in the Khyber Pakhtunkhwa (KP) province; thus, the KP Government will be responsibility for the implementation of Component II and all safeguard documents are disclosed as per the requirements of agreements.
